
Who We Are
Human Outreach Agency (HOA) is a California non-profit
corporation, tax exempt under Section 501 (c) (3) of the Internal Revenue
Code and was founded in 1978. Originally primarily serving the Hispanic
population as "Project Abrazar", it took its present name in 1982.
Over the past year HOA has grown considerably, expanding our program
and the services we offer. The major addition is a partnership
with Arts, Research & Curriculum and Oakland Community Partnership
to establish a computer training center in the Fruitvale/San Antonio district
of Oakland. We have also instituted a car donation program and direct
mailing campaigns to raise additional funds.
Human Outreach Agency endeavors to serve the needs of Alameda County
residents, especially the low-income population, by providing services
and teaching skills to improve their quality of life. HOA operates the Flagg Street House,
an 20 bed program for men in the City of Hayward. The Flagg Street House focuses on helping homeless
men obtain employment and housing. It has been labeled as a model program
by Alameda County Social Services Community Housing and Shelter Services
(CHASS) program.
HOA views its clientele as customers, to be respected for their power
of choice and their ability to govern their lives. Our goal is to integrate
individuals back into the community at large.
